Try going to a scrapbooking store. There's an "unglue" product so you can remove stuff. Otherwise, I wonder if goo-gone or similar product would work. Of course, I have no idea if that would take the finish off the bumper... probably best to test on an inconspicuous spot - after carefully reading the label....
